CONGRESS ORGANIZING TO MOVE ON CARTER LEGISLATIVE PROPOSALS
The new 95th Congress which convened on January 4 moved quickly to name
new floor leadership teams in both Houses, adopt rules, and decide on commit-
tee assignments. The majority and minority caucuses in the House have about
completed recommendations for committee assignments, which are scheduled for
full House approval January 19. In the Senate, where a controversial plan
for committee and jurisdictional realignments is under study by the Rules
and Administration Committee, tentative committee assignments have been
made, including temporary assignments for new members. As usual, one of the
first orders of business was announcement of a schedule of non-legislative
periods -- or recesses -- through August, the first of which will occur the
week of February 14.
Following the January 20 inauguration of the new President the Senate
is expected to act promptly to confirm all of Mr. Carter's Cabinet nominees,
on which hearings already have been held or are now being held. Congress will
then be prepared to receive and begin consideration of the new Administration's
legislative proposals.
Based on recent statements by some of President-elect Carter's advisers
it appears that the highest priority on his legislative agenda will go to
the recently-announced economic stimulus package, legislation reviving the
President's executive reorganization authority, creation of a new executive
Department of Energy, and a package of major energy-related proposals. An
unusually large number of Federal program authorizations is scheduled to
expire in 1977 and reports to date indicate that the new Administration may
opt for short-term extension of most of these programs, most without major
change at the present time. A sizeable number of other proposals are men-
tioned, with the spokesmen indicating that some of these will probably be
held over until next year.
Chairman Ullman (D- Ore.) of the House Ways and Means Committee has said
the committee will begin hearings on the tax aspects of the economic stimulus
program as soon as possible, with the second week in February thought to be
a likely time. Senate Finance Committee Chairman Long (D-La.) has indicated
that panel would act on the proposals within six weeks. The House leader-
ship has also promised to expedite action on the public works and other job
creation elements of the package.
Congressional leaders have also pledged early action on Mr. Carter's
request for revival of executive reorganization authority. Here, however,
it is not yet clear there has been full agreement on the final form of that
legislation, which may encounter some difficulty in the House Gove nment
Operations Committee, chaired by Representative Brooks D-Tex.).
