MAJOR COMMEITTIE CHANGES IN SPOTLIGHT AS IEW CONGRESS MEETS
The new 90th Congress will convene next Tuesday (January 10) to face
some organizational pi-oblems of a rather unusual nature. While no really
major leadership or rules hassles are expected to develop, committee assign-
ments and realignments, as a result of the large turnover in last November's
election and some retirements, may pose problems, particularly in the House.
In the Senate only one committee chairmanship will change hands, with
Senator Sparkman (D-Ala.) succeeding defeated Senator Robertson (D-Va.) on
the Banking and Currency Committee, However, there are some key vacancies
to be filled on the Appropriations, Finance, Banking and Currency, and
other major committees.
In the House, however, there will be three new committee chairmen:
Representatives Colmer (D-Miss.), uf Rules; Poage (D-Tex.), Agriculture;
and Dulski (D-N. Y.), on Post Office and Civil Service, There are two key
vacancies to be filled on the Rules Committee, and three on the Ways and
Means Committee. Additionally, some other major committees have froi! three
to ten or more vacancies to be filled. As a result of the Republican gains
in the recent election decisions will have to be made on changes in the
majority-minority ratios on most House committees before these vacancies
can be filled.
New Congresses traditionally are slow to get under way, and the 90th
may be no different. No schedule has been announced up to now for the sub-
mission of the State-of-the-Union, budget, and economic messages. There
has been some speculation that the President may not deliver his State-of-
the-Union message until January 16 or 17. Under existing law the budget
message must be presented by January 25 -- 15 days after the Congress con-
venes; a good guess might be that it will go to Congress January 23,
Whenever the new Congress gets organized, it will quickly run into
some major problems and issues. The Administration is expected to send down
almost immediately a request for a supplemental. aporopriation for Vietnam
ranging from $10 billion to $15 billion. It is also anticipated that prompt
action will be requested on another increase in the statutory debt ceiling.
Whether or not a decision is made to request a tax increase, some major tax
actions are in prospect. The anticipated social security benefit increase
proposals probably will involve some increase in the payroll tax; legisla-
tion dealing with state taxation of interstate commerce is expected to get
quick clearance by the House Judiciary Committee; and the interest equali-
zation tax law will expire this summer, and its extension almost certainly
will be requested.
