Yesterday's events having finally ended speculation over which party
would organize the Senate, the new 85th Congress can now get under way.
While the starting pace iay seem a bit faster than usual--with the Senate
today considering the admittedly futile effort to change the rules so as
to control filibustering, and both Houses meeting in joint session tomor-
row to hear the President's proposals for dealing with the mid-E'ast cri-
sis--the legislative mill will not in fact really begin to grind for two
or three weeks.
First of all, though the leadership posts are settled, it probably
will be two weeks before committee assinments can be completed. There
are 22 Senate, 56 House, and 7 joint committee vacancies; this will un-
doubtedly result in many changes and much jockeying for the top spots.
oreover, the A.dministration's logislative program will not be laid be-
fore the Congress until the State of the Union message, scheduled Janu-
ary 10, the Budget message, to be submitted probably during the week of
the lath, and the Economic 'eport, to follow the B.udet, are prusented.
It has been interesting to note the predictions and forecasts on
this year's session. All earlier talk of tax reduction has stopped;
presently the forecasters are writing off the chances of even the much-
discussed tax relief for small business. There seems to be general ac-
ceptance, both on Capitol Rill and elsewhere, of the fact that fiscal
1958 Federal expenditures will be significantly higher, probably the
highest in any peacetime year. The predictions are for a balanced budget
next year, due to the expectation of continued increases in revenues; no
longer does one hear much about reduced 1-ederal spending.
There is also much speculation about the fate of the President's
program. Some feel that a strong drive to enact major portions will be
made; others that, beyond the necessary actions on appropriations and ex-
tensions of expiring legislation and programs, the session will not re-
sult in major legislative actions. There is an almost unanimnous opinion
that the 1957 session will be largely dominated by international develop-
ments(which, of course, portend additional expense to the taxpayers). Yet,
one can also sense that before the session is very old, domestic contro-
versies of long standing--also costly--will be back in the center of the
stage.
Perhaps indicative of this is the first House bill to be introduced
in this new Congress--H.R. 1, by Representative iolley (D-Pa.), is a
measure to authorize a six-year, $3.6-billion program of Federal grants
for school construction.
