Extension of the President's reorganization powers under the Reor-
ganization Act of 19h9--which otherwise will expire March 31, 1955--was
unanimously recommended in a progress report submitted to Congress this
week by the (Hoover) Comamission on Organization of the Executive Branch
of the Government. This report is of special interest, since it provides
the first official word on Lhe commission's plans for submitting its rec-
onmmendations on government procranis and policies.
It reveals that of the 13 task forces and one special committee which
have been making the preli.minary research studies, six have already coin-
pleted and submitted their reocrts to the coirission--incLuding the study
groups on paper work management (first of two parts), personnel, legal
services, lending, medical services, and surplus property disposal. The
task forces on budget and accounting and subsistence serviLces are expected
to file their reports during January; those on real property and water
resources and power, during February; and those on intelligence activities,
overseas economic operations, paper work management (part two--in industry),
and procurement, during March. The over-all Committee on Business Organ-
ization of the Defense Department must await completion of the other
reports, and is scheduled to complete its study in April.
The commission expects to submit to Congress, within the next few
weeks, its report on budget and accounting, legal services and procedure,
lending, medical services, paper work management (part one--in the govern-
ment), personnel, and surplus property disposal, with other reports to
follow. According to current information, the first of the commission
reports--probably on paper work management within government--will be
submitted to Congress shortly after the middle of this month.
Contrary to earlier expectations it is now understood that the com-
mission's reports will not be accompanied by proposed legislation to
implement its recommendations. Thus, the only major legislative objec-
tive in the immediate future may be the recommended extension of the
President's reorganization powers.
With respect to the (Kestnbauin) Commission on Intergvernmental Re-
lations, it is noteworthy that the President's State of the Union message
includes a recommendation for its extension. No indication was given as
to the length of such continuation, though the current rumor here is that
extension at least until June 30 will be required. Under existing law
the Pommission would have to report by March 1. It is known that a number
of the study groups have subitted their reports to the commission, but
the best information available indicates that none of these have as yet
been acted upon.
