Tomorrow -- January 3, 1953 -- the new Republican-controlled 83d
Congress convenes, and a glance at the schedule just ahead seems in
order. The first job, of course, is to organize the two Houses -- to get
ready to do busLness. This procedure is more or less automatic, wjith party
caucuses today deciding upon leadership posts,  There is some threat of
delay in the Senate over a proposed anti-filibuster rules change,
though this probably can be averted.
The leadership lineups appear to be set, with Representative Martin
of Massachusetts becoming Speaker of the House and £epresentatives Halleck
,)f Indiana and Arends of Illinois slated to become majority leader and
majority- whip respectively. In the other body Ohio's Sen. Taft is to be
the new majority leader, with Sen. Bridges of New Hampshire taking the
post of Senate President Pro Tempore.  Sen. Knowland of California appears
likely to head the Majority Policy Committee, and Sen. Millikin of
Colorado will be chairman of the Miajority Conference (or caucus). Former
Speaker Rayburn of Texas will be the House minority leader, with Sen.
Lyndon Johnson of the same state scheduled to be minority leader in the
Senate,
Under the present schedule outgoing President Truman will send his
final state-of-the-union message to the new Cengress early in the week
of January 19. The fiscal 1954 budget will be submitted January 9 and the
President's Economic Report the following week.
The new Congress will be confronted with some serious problems, wlich
may require rather promptaction0  However, all action will certainly
await the recommendations of the new President -- to be inaugurated
January 20 -- and his Administrations
The incoming Administration and Congress must reach decisions rather
quickly, for example, on the economic controls problem. Some of these
controls expire April 30, others on June 30. The reciprocal trade
agreements legislation expires in June, too. Early decisions undoubtedly
will be required cn defense and foreign aid questions. Congress also may
consider proposals dealing with government reorganization, labor legisla-
tion, social security, and a number of other areas.
Ivost members of the new Congress are eager to make tax reductions as
soon as possible -- and there undoubtedly will be some needling from the
Democratic minority on this pointo There is strong sentiment, however,
in both Houses for balancing the budget before voting tax cuts, and the
big question, therefore, is what steps the new Congress will take to
bring this about.
