In recent conversations with a number of the state taxpayer executives, suggestions have
been made and problems raised for study which require more intensive attention than is
possible through the accidental references in Field Notes. The idea of this latter series,
as you know, is to call to the prompt attention of all the states specific helps and ideas
which are originated in one state and which may have application elsewhere.
As I review in my mind the types of problems raised, these reduce themselves into three
classes. They are not new problems in any sense, but they have taken on a special char-
acter because of the war, They are:
1. Problems of research and activities in local units of government;
2. Problems raised by the legislative sessions which are taking place in 44 states
this year;
3. Problems of organization or structure within the state organizations viewed in
relation to the changes which the war has made in our economy and our daily lives.
It was our thought that we could get together from time to time an informal series of
Confidential Helps or Service Notes, which would deal with special problems likely
to be common to most state situations and which would be sent only to the executives of
state taxpayer associations, and would not be for publication.
This series would not be exhaustive or all-embracing, and you probably would find it lack-
ing in one respect or another. However, if it serves as a thought-provoker or is of any
assistance in helping us all to do a better job in 1943 than we did in 1942, it will have
served its purpose. There is attached in rough copy form what might be called the first
lof this series.
Having in mind the purposes just outlined, it would be greatly appreciated if you could
send me your criticisms and suggestions. How often do you think such confidential notes
should reach you? Should they be bound in some permanent form? Should the format be
standardized? What types of special problems would it be most helpful to examine and
study in this series?
Since the only purpose is to evolve some practical and helpful suggestions for state or-
ganization operations, we have not drawn up any preconceived ideas, believing that it would
be better to let the series take shape in accordance with your desires and suggestions.
Please feel free to be very frank so we can all pull together to do the job we know needs
to be done.
