Impact On Trade Of Changes In
Taxation Of U. S. Citizens
Employed Overseas
In 1976 the Congress substantially reduced a
longstanding tax incentive for citizens em-
ployed abroad. At that time there was a high
degree of uncertainty as to what the loss of
this incentive would mean to individuals,
firms, and the U.S. economy. Some answers
are provided in this report.
In 1977 the Congress postponed the effective
date of the tax incentive reductions until the
1977 tax year. Until a system is established
for evaluating the effectiveness of these incen-
tives, policy formulation and congressional
oversight will be hindered.
GAO urges that consideration be given to con-
tinuing some type of incentive, at least until
more effective policy instruments for promot-
ing exports and commercial competitiveness
abroad are identified and implemented.
