Impact Of Congressional Review On
Federal Trade Commission Decisionmaking
And Rulemaking Processes
This report points out that only two final
rules have been submitted for congres-
sional review as required by section 21 of
the Federal Trade Commission Improve-
ments Act of 1980. Congressional review
delayed the effective date of one rule and
prevented the other rule from becoming
effective. However, GAO's review of seven
rulemaking proceedings showed that con-
gressional review has had only a limited
impact on the Commission's decisionmak-
ing and rulemaking processes.
