structuring and Services Act of 1981; S. 2531,
Capital Assistance Act of 1982; and S. 2532, a
bill to provide the FDIC and the FSLIC with flex-
ibility to deal with financially distressed deposi-
tory institutions. It was to be used as the sub-
ject for a markup scheduled before the Senate Bank-
ing, Housing and Urban Affairs Committee on August
4 and 5, 1982. Senator Garn, however, postponed
this markup on August 3, 1982 when Senator Heinz
