CONGRESS AND THE FISCAL 1967 FEDERAL BUDGET
Actions to Date Indicate Probable Boost in Federal Spending
The Congress is pursuing a course which is likely to result in
significantly increased Federal expenditures in fiscal 1967, above
the budget estimates of last January, an analysis of Congressional
actions on appropriations and other spending authorizations reveals.
To date it appears that the Congress is likely to exceed the budget
requests on both fiscal 1967 appropriations and other spending author-
izations. In numerous instances Congress has shown an inclination to
breach budget estimates on domestic programs, as well as in defense
areas. In other instances proposed spending cutbacks or deferrals
have been either ignored or rejected.
Chairman Mahon (D-Texo) of the House Appropriations Committee last
week advised the House that on the basis of actions to that point
the Congress is well above the President's recommendations with
respect to fiscal 1967, This despite the almost certain knowledge
that a multi-billion dollar additional request to finance continued
U.S. operations in Vietnam will have to be considered early in cal-
endar 1967 -- cn top of the more than $71 billion of defense appro-
priations to be provided this year.
Should this trend continue it appears certain that Federal administra-
tive budget spending in the fiscal year which began July 1st will be
increased substantially over the $112.8 billion forecast last January
-- possibly to the range of 3116 - 3120 billion.
Fiscal 1967 Appropriation Bills
Congress has moved at a much slower pace than expected in acting
upon fiscal 1967 appropriation measures. Earlier this year the
House Appropriations Committee announced a schedule under which all
of the money measures, except a catch-all closing supplemental bill,
would have been acted upon by the House at least prior to the start
of the new fiscal year on July 1. Primarily due to delays in enacting
necessary authorization bills, this schedule has been badly upset.
When the new fiscal year began only two of the regular 1967 appro-
priation bills had become law. Five others had been acted upon in
the House (including the Defense Department bill which has been re-
ported but not passed), but have not cleared the Senate, Still to
