Mr. President: Your Committee on Military Affairs, No. 18, to which was referred Proposals No. 60 and 68, begs leave to report that it has carefully considered the same, and as a substitute for and in lieu of all said proposals, recommends its Committee Sub- stitute, as follows: ARTICLE XIII MILITIA Section 1. All able-bodied male inhabitants of this 2 State between the ages of eighteen and forty-five, who are 3 citizens of the United States, or have declared their inten- 4 tions to become such citizens, shall be liable to military 5 duty in the militia of this State, subject however, to such 6 exceptions and exemptions as are now or may hereafter be 7 created by the laws of the United States or by the State of Digitized from Best Copy Available
