Paffed by the General Affembly of the
State of Vermont,
At their Seffion at Bennington, in February & March.
17 8 4.
An Act directing the Form         of paffing  Laws.              Paffed Feb. 2i5,
B E it enacted, and it is hereby enacted by the, reprefentatives of the freemen
of the State q' Vermont, in Generul Affembly met, and by the authority
of the fame, That when the Governor and Council fhall lay any bill before When the coun-

out amendment, the Council fhall be informed thereof by a written & the affeeo   bly
meftage, and the fame fhall be confidered and recorded as a law of this
State.
That when a bill fhall originate in, and be agreed to by, the Affembly,
it fhall be fent to the Governor and Council for their perufal and propofals
of amendment; and if no amendment fhall be by them propofed within
three days, or before the adjournment or rifing of the Legiflature, the faid
bill fhall be returned to the Affembly, and paffed into and recorded as a When a bill or-
law : and if amendments fhall be propofed to any bill, and the Aftembly bly, & is agreed
concur therein, the Council fhall be informed thereof by a vritten meffage, to by council.
and the faid bill fball then be a law. But if all or a par. of the propofed
amendments fhall not be concurred in by the Affembly, (the reafons for
which amendments fhall be given verbally or in writing ) the bill fhall be
returned to the Council, and the reafons of fuch non concurrence be
given, either verbally or in writing, that the Council may, if they fhall
think  proper, proceed further therbon : and if the Council fhall not,   itedons for a-
within three days, or before the rifing of the Legisflature, propofe further mendinents &c.

And be it lurther enacted by the authority aforetaid, That if it fhall so
happen t1at the Council and Affembly cannot feparately agree upon a bill, 'wo houtes not
when amendments fhall be fo propofed as aforefaid, they fhall meet in agreeing fepa

And be it further enacted by the authority aforefaid, That all bills remaining
with the Council at the rifling or adjournment of the Legiflature, at every
fitting thereof, fhall by the Council be delivered to the Secretary of the Bills remaining
State.
