RESOLUTION
Creating the Council Committee on Investigations.
WHEREAS, Section 11 of the Organic Act of the Virgin Islands states in part that
the Municipal Councils of the Virgin Islands shall jointly or separately have the power
to institute and conduct investigations, issue subpoenas to witnesses and other parties
concerned, and administer Oaths; and
WHEREAS, There are conditions existing at the present time which warrant the func-
tioning of such a committee and others may arise in the future: and,
WHEREAS, Such a committee would tend to promote greater efficiency in the gener-
al management of Government affairs, provided it is permanent in nature and active in
its work; and,
WHEREAS, A standing committee of this nature would obviate the necessity of the
continuous formation of committees for this same purpos...
NOW, THEREFORE, BE IT RESOLVED, and it is hereby resolved by the Municipal Coun-
cil of St. Croix in session assembled:
1. That there is and shall hereby be created a standing committee to be known
as the Council Committee on Investigations which shall consist of three
members elected by the members of the Municipal Council of St. Croix for
a term of one year;
2. That this committee shall have all the powers granted in the Organic Act to
the Municipal Councils, to conduct Investigations, issue subpoenas to wit-
nesses and other parties concerned and administer oaths in connection with
all matters pertaining to the Municipality of St. Croix;
3. That said committee shall keep a brief record of its formal investigations;
shall bimonthly issue a report of all investigations formal and informal to
the Council and the Governor; and shall incorporate in such reports clean-
cut recommendations sufficient to remedy any existing ills which such inves-
tigations may have uncovered; Provided that certain important reports and
recommendations, within the discretion of the committee, shall be publish-
ed at least once in the local newspapers.
Thus duly passed in an extraordinary meeting of the Municipal Council of St. Croix
held Tuesday, January 7, 1947.
