B E it enacted by the General affembly of the State o1 Tennefe',
That an ele&ion fhall be held at the refpelive court*

next, and.or the day next facceeding, to elea one repreftntative to rep.
relent this ifate in the congress of the United States,which eleaion that!
be conduded under the fame rules, regulations and retiriaions as clec--
tions for members of the general aff-mbly
Sec. z Be it enacted, That the perfon eleed fhall have been a citi.
!en or refident of this flate, three years nex' immediately precedir.g the
day of eledian: Provided, That this fhall not be contrued to extend to
anyperfon vho was a citizen or reldent of this Rate at the time of
saking the c-,nfitution thereof.
Sec 3 Beit enacted,That immediately after the clofe of the elelion
in each county, the fheriff or other retuining offi:er, thall. in the pre-
fence of the infpeLqors of the elefLion, make out two corrcq flatements
of  he number of votes given to each candidate in his county, which
twn (tatements (hall be certified by the faid theriff or other returning
efficer and a majority of the infpeaors, one of the faid flatemtnts fhall,
by the infperors, be filed in the ofice of the clerk of the county ; and
the fberiff or other returning officer, by himfelf or his deputy, fhall at-
spnd with the other, on the day and at the place herein after mentioned.
Sec. 4. Be it enacted, That the returning officers for the Teveral
ODAnties in the ditiria of Wafhington, by themfelves or their deputy,
thall meet at Jonelborough, on the fourth day after thc laR day of the
election, and in the prefence of three juflices of the peace, to be fuew
Iooned for that purpofe, proceed to examine and compare the feveral
certified flatements as aforefaid; and (hall make out and certify, under
their hands and feats, a general dtatement of the number of votes given
for each of the candidates in the fcveral counties in the faid di frict,
. which taid general flatement Ihall alfo be certified by the jufltices attend.
ing as aforefaid: And in like manner the returning officers for the fevq;
ral counties in the difirict of Hamilcon, thall meet at Knoxville, on the
fame day beforeappointed, and proceed to make out a general flatement
of the votes given for each of the candidates in the feveral counties in
