certain limitations and re//rid~ions, paffed the twenty
feventh day of February, one thoufand feven hundred and
eighty one, whereby all perfons fhipping flour of wheat
were to offer or tender a quantity equal to one third part
of the quantity to be (hipped unto the proper officer ap-
pointed by the prefident and council for that purpofe, have
been found by experience prejudicial to the commerce of
this ifate, and have not produced the good effefs ex-
pe&ed therefrom by the legiflature.

by the reprejentatives e/ tbejreemen of the commonwealth of
Penijylvania,
