I hule, where, in prefience of the two Branches of the Legiflature, who had
riet in the Reprefentatives Chamber for the purpofe, he addrelfcd them in
a SPELCH, as follows.:
CXtntlemcn of the Srnate, and Gentlinien of the PIouft of Re'eifentatives,
IIAVE direced the Secretary to lay before you feveral letters.which I have
receivetd in the rcefs of the Cout-; among them you Will obferve a let.

vit h an in entkm to deprive this Commonwealth, and that State, of the lands

riewt, aid having reported to congress, ' A Confiitution for the United
Scatcf of 4.,er'ni, I have received tile fame f'om that Honourable Body, and
.Vive ,ifreced the Secretary to lay it, together with the letter accompanying
