PUBLIC ACT NO. 82-429
AN ACT CONCERNING TIlE PER PAGE RATE FOR COURT TRANSCRIPTS
SOLD TO THE STATE.
Section I. Section 51-63 of the general statutes, as amended by public act
81-390, is repealed and the following is substituted in lieuL thereof:
Each official court reporter of the superior court, and as many assistant
reporters as the judges of the superior court may consider necessary, shall receive a
salary, and each other assistant reporter shall receive such per diem rate as may be
fixed by said judges, to be paid as court expenses, but official court reporters shall
not employ assistant reporters to attend any session of the court unless such
employment is authorized by the judge holding such session. Official court reporters
shall be allowed such clerical assistance in each judicial district as may be determined
by the judges of the superior court as necessary at such compensation as may be fixed
by said judges. Official and assistant reporters shall be entitled, in addition to the
compensation hereinbefore provided for, to seventy cents for each folio and twenty
cents for each copy of each folio (f one hundred words when transcribed from the
original record as provided by law, provided the charge to any official of the state, or
any of its agencies, boards or commissions or of any municipality of the state, acting
in his official capacity, shall be [forty] SIXTY cents for each folio and [ten] TWENTY
cents for each copy of each folio. The fee for a transcript of such record, when made
for the court or for the state's attorney when acting in his official capacity, and for
one copy each to the plaintiff and the defendant, shall, upon the certificate of the
presiding judge having so ordered such transcript, be paid as other court expenses
and, in all other cases, by the party ordering the same, and such copies shall be
furnished within a reasonable time. Official and assistant stenographers in the offices
of the workers' compensation commissioners 3hall be entitled, in addition to the
compensation otherwise provided for, to the same fees for preparing transcripts as
are provided for reporters in the superior court.
Sec. 2. (a) The sum of sixteen thousand dollars is appropriated to the
division of criminal justice, for the fiscal year ending June 30, 1983, from the sum
appropriated to the finance advisory committee under section 1 of special act 82-10,
for 1982 acts without appropriations, for the purposes of this act.
(b) The sum of eleven thousand five hundred dollars is appropriated to the
judicial department, for the fiscal year ending June 30, 1983, from the sum
appropriated to the finance advisory committee under section 1 of special act 82-10,
for 1982 acts without appropriations, for the purposes of this act.
(c) The sum of nine thousand five hundred dollars is appropriated to the
public defender services commission, for the fiscal year ending June 30, 1983, from
the sum appropriated to the finance advisory committee under section 1 of special act
82-10, for 1982 acts without appropriations, for the purposes of this act.
Sec. 3. This act shall take effect January 1, 1983.

AN ACT CONCERNING A SECOND OPINION FOR MEDICAID RECIPIENTS
BEFORE CERTAIN ELECTIVE SURGICAL PROCEDURES ARE PERFORMED
AND CONCERNING TOLL-FREE WELFARE FRAUD TELEPHONE LINE.
Section 1. (NEW) (a) During the period from the effective date of this act
to January 1, 1984, the commissioner of income maintenance shall not reimburse
