REPORT
[To accompany H. R. 3420]
The Committee on Interstate and Foreign Commerce, to whom was
referred the bill (H. R. 3420) to amend the Civil Aeronautics Act of
1938, as amended, and for other purposes, having considered the some,
report favorably thereon without amendment and recommend that
the bill do pass.
GENERAL STATEMENT
PURPOSE AND METHOD
The principal object of this bill is to aid and encourage the develop-
ment of our civil aviation and further to promote its safety, stability,
and efficiency.
' The method followed is principally by amending and revising the
Civil Aeronautics Act of 1938, based upon experience during the
last 5 years and upon the probable developments in civil aeronautics
that now face the country.
SUMMARY OF PRINCIPAL PROVISIONS
The main provisions of the bill may be summarized as follows:
1. It changes the name of the Civil Aeronautics Board to the
Civil Aeronautics Commission and makes it an independent agency
of the Government. It provides for the independent exercise by the
Administrator of Civil Aeronautics of the functions vested in him,
except that he is to act subject to the approval of the Commission, or
in accordance with rules and regulations of the Commission, in the
