l ie       time before the passage of the act repealing the act of May
eort of riord fifteenth, eightecn hundred and sixty-two, entitled an act
prescribing an oath in certain cases, any civil process was
sued oot in any court of record, or betbre a justice of the
peace, without a collpliance with the provisions of said act
of May fifteenth, eighteen hnundred and sixty-two, such pro-
cess shall not be abated or dismissed fbir that cause, but shall
be held to be as valid in all respects as if' the provisions of
said act had been complied with.

veiordi's: IN  operations of war, since the seventeenth day of April, eigh-

lost      losses, stating the kind and description of' property, including
negroes emancipated; at what time taken, damaged or de-
stroyed; by the army of which belligerent; and ill whatever
manner, by either army; and the 'unount of loss sustained-
making the value of' said property, on the first January, eigh-
teen hundred and sixty-one, the standard of' valuation, and
flow proved  offer the same, proved by the affidavit of one or more citizens,
to tile clerk of the county or corporation in which the said
property was taken, damaged or destroyed, who shall receive
