1. Be it enacted by the general assembly, That section two Ch. 37,6 2 of
of chapter thirty-seven of the Code (edition of eighteen hun- Co ',ik.oml,1
dred and sixty) be amended and re-enacted to read as follows:
S§2. In the month of April, May or Jue of the year § 2
eighteen hundred and seventy, and in one of those mouths
every five years afterwards, the said auditor shall cause to be
delivered to tile sheriff or collector of the taxes for each
county and corporation, a list of the real estate therein, wl-ich,
since the first day of' February, eighteen hundred anld sixty-
five, shall have been or shall hereafter be rvarned delinquent
for taxes, and on which taxes due since the said first day of'
February, eighteen hundred and sixty-live, renin unpaid,
with a statement of the amount due i'r the taxes on each
tract or lot so returned, and for interest on such taxes.
2. The first section of the act entitled an act to amend and 1 i rn 1

dred and sixty-five, is hereby repealed.

enacted so as to read as follows, to wit:
 §4. If any person shall conp'ire with another to incite ,urr. tion,
the colored population of the stace to make insurrection, by
acts of violence and war, against th e white population, or to
incite the white populaio  & the stat'e to make insurrection,
by acts of violence and war, aga:lst the colored population,
