labor on the publie streets of that city, with a ball and chain to his
leg, because he refused to renounce lis allegiance to this his native

Be it resolved by the general assembly, that the governor of the Attention of

and other free persons of color, &c., Mhall be held liable to perform
such duties with the army, &e. as tilt( secretary of war, &c. may
prescribe : And whereas it is provided that the secretary of war, &C.,
with the approval of the president, may exempt fron the operations
of this act such free negroes as the iuterdst of the country may re-
quire should le exempted, or sucht as he may think proper to* exempt
on grounds of justice, equity or necessity : And wvhereas large dis-
tricts of this conminwealth have' been deprived of a large amount
of their ltbor by tite escape of slaves, and are solely dependent upon
free negro labor: And whereas it is important and necessary that this
class of labor should Ibe permitted to remain in tile districts aforesaid
for liurposes of production : Therefore,
