Whereas it appears, from the report and e      otinatei f the auditor Prcambla
of public accounts, that the avaiable hlahnce which will  in. th
treasury on the fifteenth of March eighteen hundred and sixty-fir,
with additional receipts accruilg during the current. fiscal year, will
amount to the suin of nine million three hundred and twenty-five
thousaud four hun dred and forty-five dollars, which, saun will, in thu

which shall cattle unto the treasury prior to the lirtit day of October
eighteen hundred and sixt I-fie, and the surplus of all appropriations
hnado prior to tho said firs4t daly of October eighteen hund red and
sixty-tive, shall cowntitute a gene i fund, and le appri)opriated for the
fisctl v'ears to close respectively on the thirtieth (ly (i September
eighteen hundred nud sixty-tuiur and the thirtieth day of Septemiber
eighteen hundred and sixty-five, and to be paid out upon the wfirrait
of the auditor of imublic accountsH, to wit :
