compliance on their part with their constitutional obligations, and there-
by of preserving the union of these states, now in imminent peril by
reason of the course pursued by the non-slaveholding states, and their
representatives in congress, in the ceaseless agitation (and that too in the
most unfriendly spirit,) of qAtons involving the peace, the institutions,
and the very existence of the Southern states; and approving the ob-
jects of said convention, as above set forth, the general assetmly doth

Resolutions of  Resolved by the general assembly of Virginia, That the resolutions from
Vermont rbetve the state of Vermont, on the subject of slavery, be returned to tile go-

the governor of Vermont, and that the governor of Vermont be informed
that the legislature of Virginia understand their constitutional rights, and
mean to maintain them.
No. 3.-Resolution prescribing the rate of interest at which loans may be made
by the Board of public works.
[Adopted March 16, 1850.]
Whattnterest  Resolved by the general assembly, That whenever the Board of public
may bepaid on works shall have been or may be authorized to borrow money by any
act passed at the present session of the general assembly, for the pay-
ment of any subscription or appropriation to any work of internal un-
provenment, tile said money may be borrowed by said board at any rate
of interest not exceeding six per cent. per amnim, any thing in aiiy such
act to the contrary notwithstanding.
No. 4.-Resolutions relative to the guaranteed bonds of the Virginia Central
railroad company.

cellation of any eonds by the secretary of the company, the annexation
of the state's guaranty to any new bond by the treasurer of the common-
wealth, and the cancellation of the same, or the original ])ends, shall be
in each ease as is provided in the said act passed February sixteenth,
eighteen hundred and forty-eight.
