of Jeffersonvillo, to lay out said town into streets and alloys, to establish
such by-laws, rules and regulations as they may dectm proper for the
general police and government of the town, and may exercise such gene-
ral powers, in relation to levying and collecting taxes and other matters,
as are conferred upon tile council or board of trustees of any town by
Cao or Va. ch. the provisions of the Code of Virginia of eightccn hundred and forty-
51, p. 281. nine, which is to tako eff'ect upon th first day of July next.

Limits aod 1. Be it enacted by the general assembly, That the territory contained
bounds of city of within the limits of the corporation of Petersburg, prdscrihcd bty sundry
Pctersburg. acts of assembly heretofore passed, shall be deemed and taken as the
city of Petersburg, and the freeholders, house-keepers aid inhabitants
within the said limits, and their successors, shall be and they are hereby
Incorporated. made a body politic and corporate by the name atil style of ' Tie City
dencral corpo. of Petersburg ; and as such, and by that name, may contract and be
rate powers. contracted with, sue and be sued, plead and he itpleded, answer and
be answered tuto, a .d may' purchase, take, receive, hold and use, goods
and chattels, lands and tenemtnts, antid choses in action, or any interest,
right or estate therein, either for time proper us, of the said city, or in
trust for the benefit of aty persons or associations thercit ; ftnd the same
may gratt, sell, convey, transfer and assign, let, ilcdge, itortgage, charge
tid ncuumber, in any case trod it any rantier in which it would he law-
ful for a private individual so to do; and soay have anid use a common
soal, and alter and renew tile same at pleasure; and, generally, shall
have all the rights, franchises, capacities and powers appertaining to
municipal corporations in this comntwealth.
Rights or former 2. All the real and persontial estate, and till the fluids, rights, titles,
corporationvest, taxes, credits atnd clains, and rights of action, of the mayor, aldermen
cd tcity. and commoonalty of tile town of Petersburg, or which are field hintrust,
or have been appropriated for the use or onefit of the said mayor, lder-
mail and comontoalty, or of tie inIthalituts of tile stid town, sh1all he
anld the same tire iereby transferred to and vested it tle said city of
Petersburg, hereby iteorporated.
Trustestatntsof 3. All real and personal estate heretofore conveyed to the said Mayor,
corporation vct- aldermen and comnttiotalty, its trust, or for tile use, bensefit or udvattago
ed 1n city. of any persons or associations, sliall be and the samne is hereby transfer-
rod to and vested it tite city of Petersburg, to be held subject to ill the
trusts, conditions and qualifications to which it would have beet subject,
in the possessionl of the said mayor, aldernt asid cotmotnalty, if this
act had not beet passed.
Bonds and con. 4. All bonds anid writings obligatory, or contracts with, and till rights,
tracts for or claims and denaids agaitist thie said tttayor, aldermen and comnmotalty,
agniatl, city Yn. shall be good in law, for all(d agaiunt the city of Petersburg, the same as
they would have been for or against the said mayor, aldernmon asid cotm-
monalty, if this act had not been passed.
ltight ofsuffrage. 5. At all elections which shall be held by the voters of said city, for
the corporated authorities thereof, tile following persons shall be entitled
to vote, vii : The freeholders of lots within tle said city,; whether im-
proved or not, uud whether such ft'eeholders reside therein or not, and
the housekeepers, and tdso the inhabitants of said city who sltall have
resided therei for tile next preceding one twelve moths, such house-
keepers or inhabitants possessing its their own right within the sanlte,
moveable or itanoveablo property to tle value of oue htdred and fifty
dollars; antd such freeholders, housekeepers mid inhabitants being citt-
