CHAP. .-An ACT imposing taxes for the support of' government.
[Passed March 2, 1819.]
1. Be it enacted by the general assembly, That the public taxes Public taxes.
for the year eighteen hundred and forty-nine, and for all subsequent
years, unless altered or modified by law, shall be as follows: On on land.
tracts of land, for every hundred dollars value thereof, as ascertained
by law, tn cents. On improved lots in any city or town, occupied On houses and
by the proprietor, or rent-d or leased out, two dollars and forty cents lots In town.
for every hundred dollars of the yearly rent or value thereof, On
lots in any city or town, which are unimproved, or which though im-
proved, are neither occupied by the proprietor nor rented or leased
out, ten cents for every hundred dollars value thereof. On every slave Slaves.
above the age of twelve years, except such as may be exempted by a
county or corporation court, thirty-two cents. On every horse, mare, ilorses.
mule' ass or colt, (except stallions or jacks covering mares for com-
pensation,) ten cents. On every gold watch, one dollar. On every watches.
patqnt lever or lepine silver watch, fifty cents. On every silver or
metallic watch, (other than gold or patent lever or lepine aforesaid,)
twenty-five cents. On a brass or other metallic clock, (whether Clocks.
wholly of metal or only in part,) twenty-five cents. On every other
clock, twelve and a half cents. On gold or silver plate over the Plate.
value of fifty dollars, whether in use or not, other than plate kept in
a shop or manufactory for sale, one and one half per centum on the
value thereof. On every riding or pleasure carriage, whether four Carriages.
wheeled or two wheeled, and whether a stage coach, jersey wagon,
carryall, gig or buggy, or called by any other name, (with the liar-
ness belonging thereto,) and on every piano forte or harp, one and a Planes and harps.

exceed the sum of six dollars, one and a half per centum : Provided,
That no such tax shall be levied, except upon such interest or profits
as shall have been received, converted into principal or otherwise ap-
propriated during the year next preceding the time fixed by law for
