CitAr. 289.-An ACT allowing Thomas Duncan, George Scott and Lucy,
free persons of colour, to remain in the commonwealth.
[Passed larch 29, 1,17.]
1. Be it enacted by the general assembly, That Thomas Duncan, 'Thonnuncan
a man of colour emancipated by Joel Ellis of the county of   allowed to re-
shire, shall be and he is hereby permitted to remain as a free man
within this commonwealth, and to reside in the said county of Hamp-
shire: Provided, That if the said Thomas Duncan shall hereafter be
convicted by thc verdict of a jury or the judgment of a court of re-
cord, of any offence against the laws of this commonwealth, the pri-
vilege hereby granted shall cease: Andprovided also, That the court
of the said county of Hampshire shall have power at any time when
they shall think fit, a majority of the acting magistrates being present,
to revoke the leave of residence hereby granted, and order the said
Thomas Duncan to depart this commonwealth.
2. Be it further enacted, That George Scott, a free man of colour ceorge Scott
of the City of Richmond, emancipated by deed from John Sheppard I'~Pda nt.
of the said city, bearing date the twenty-first day of September eigh-
teen hundred and forty-six, shall be and he is hereby permitted to re-
main as a free man within this commonwealth, and to reside in the
said city, under the like restrictions and liabilities imposed upon the
said Thomas Duncan, and the hustings court of said city shall have
the like power over the said George Scott as is hereby given to the
county court of Hampshire county over the said Duncan.
3. Be it further enacted, That Lucy, a free woman of colour in Lucy allowed to
Norfolk county, emancipated by the will of Stephen Carney deceased, renmin In sttt..
shall be and is hereby permitted to remain as a free woman within
this commonwealth, and to reside in Norfolk county, under the like
restrictions and liabilities imposed upon the said Thomas Duncan,
and the county court of Norfolk county shall have the like power
over the said Lucy as is hereby given to the county court of Hamp-
shire county over the said Duncan.
4. This act shall be in force from the passing thereof.    Commencement.
