ChAr. G0.-An ACT providing for the arrest and detention of fugitives from
justice from other states.
(Passed March 18, 11310.)
1. Be it enacted by the general assembly, That if any person F,,gitivo rm,, lut.

wealth with any treason, felony, or other crime committed in any l,,ded.  p
other of tile United States, or in any district or territory thereof;
and such charge shall be verified by credible affidavit, by the copy
of an indictment found in such state, district or territory, or by
other satisfactory evidence on oath, it shall be tile duty of such
justice of tie peace, if lie have probable cause to believe that such
person hath committed tile offence wherewith lie is charged, and
that lie ought to be tried therefor in such other state, district or
territory, to cause such person forthwith to be committed to tile
jail of his county or corporation, and it shall be tile duty of tihe uty or jailor.

ing, to order said prisoner to he discharged from custody.

1. Be it enected by the gencral assembly, That if any slave now slave con.-
shall be condemned to be hung or to banishment or transportation, vi,iod and paid
such slave shall be valued and paid for in tile fullowiig manner, f,r.
that is to say: the justices wvho shall condemn  such slave shall
value him or her at the cash price for whiich lie or she would in
their opinion sell at public sale under a knowledge of his or her
guilt ; and each magistrate shall state the sum or price at which lie
values such slave, and the same shall be entered of record ; from
such valuation the court shall ascertain the average value of such
slave, and such average shall be paid to the owner of the slave by
the commonwealth.
