present law, a fraud is perpetrated oil the foreign purchaser, and
great injury inllicted on the manufacturers in Jticlmond and its
vicinity, by the depreciation of the character of their manufacture

and shall thereby do injury to another, or shall willingly or by gross
negligence, suffer fire to escape from his own lands or otherwise,
and to do injury to another, shall be liable to the action of time party
