Whereas, doubts have arisen whether slaves apprehended for Preamble.
criminal offences are bailable under the provisions of the act passed
the eighth of February, eighteen hundred and nineteen, entitled,
 an act reducing into one the several acts directing what prisoners
shall be let to bail : For remedy whereof,
1. Be it cnactcd in, Mhe general asscmbly, That those slaves shall Wholt lavenlzalla-

and only a light suspicion of guilt fall on the party, he shall in like
mannier be bailable: Provided, That the owner of such slave, or
any oilier responsible person, with the assent of such owner, shall
enter into a recognizance, with good security, in such sum as shall
be prescribed by the justice or justices admitting him to bail, con-
ditioned for the appearance of such slave at such time and place
as by law lie may be required to appear, to answer the charge al-
leged against him, and that lie will not depart thence without
leave; but if the offence be punishable with death or dismember-
ment, and there be good cause to believe the party guilty thereof,
