Preamble.     Whereas it appears to the general assembly, that'William Whar-
ton, Leniuel Wharton, Barney Wharton, Nancy Wharton and Lewis
Wharton, of the county of Stafford, who were heretofore held in
slavery by John Cooke, senior, deceased, and acquired their free-
doma since May, eighteen hundred and six, are not negroes or mu-
lattoes, but white persons, although remotely descended from a
coloured woman ; and they having petitioned the general assembly
to be released from the operation of the statute requiring all slaves
emancipated sice May, eighteen hundred and six, to remove be-
yond tile limits of this connonwealth :

tain peialtics.  Lewis Wharton, shall be, and they are hereby released and dis-
charged from all pains, forfeitures and penalties whatsoever, in-
curred by them, or any of them, or to which they or any of them
may be subject or liable, by reason of their failure heretofore or
herealter to remove beyond the limits of this connonwealth.

CuAP. 2.,14.-An ACT allowing certain free persons of colour to remain within
this comnimonwealth for a limited time.

Preamble.     Whereas it is repre.ented by petition and otherwise, to the gene-
ral assembly, that by the last will and testament of Abraham Van-
meter, late of the county of Hardy, Charles Bruce, Isaac Bruce',
Andrew Bruce, hannibal Bruce, Rebecca Bruce, and Sarah Bruce
their mother, people of colour, and slaves of said Abraham, were
emancipated, and property both real and personal, to a considerable
amount, devised to them ; that the said Sarah, the mother, is very
old, in the decline of life, and in the course of nature cannot be
expected to linger long; that she is too far advanced in lifo to enl-
counter a long journey or voyage to another country ; that George,
Jacolb, Solomon, Mary and Mildred (commonly called M illy) Bruce,
children also of thme said Sarah, are still held in bondage by Eliza-
beth Vanneter, widow of the said Abrahan, deceased, during her
natural lifl ; and asking that those who are now free under the will
aforesaid, may remain within this commonwealth,, and reside in tile
county aforesaid, until the death of the said Elizabeth Vanmeter,
and one year afterwards; at which time the said mother Sarah, may
also be dead, and those who are now slaves will be free, and when
all may together leave the comm nmwealth. And whereas the said
Elizabeth Vanmeter has proposed under her hand and seal, to grant,
for the use of said emancipated slaves, so much open land as may
be necessary, in addition to the wood land and other property de-
vised to them by the will aforesaid, as will prevent either of them
becoming chargeable to the county, so soon as they oltain permis-
sion to remain as aforesaid ; and sundry citizens of said county
having testified to said proposal, and certified that said emancipated
persons are all civil, harmless and homnest: Therefore,
