CHAP. CCXIII.-An act to establish the town of StarA sville in the county
of Harrison.

Town of Starke,-  1. Be it enacted by the general assemnbly, That not exceeding
villoestablialhed, fifteen acres of land, the property of George T. Martin, lying on
Booth's creek, in the county of harrison, on the public road lead-
ing from Clarksburg to Morgantown, shall be, and the same is
hereby established a town, by the name of Starkesville, so soon as
the same. shall be laid off into lots, with convenient streets and al-
Trustees.   leys. And that Leonard Critzer, John Slocum, Anderson Corbin,
Nathaniel Pots and Joseph J. Winters, gentlemen, be, and they
are hereby appointed trustees thereof.
Power to make  . Be it ]nrtler enacted, That the trustees of the said town, or
by.lws, &c.  a majority of them, shall be, and they are hereby empowered to
make such rules and ordinances for the regulation of the police
thereof, and for tile regular building of houses thereon, as to them
shall seem best, and the same to alter, repeal and enforce, and to
settle and determine all disputes concerning the boundaries of lots,
Novis,    streets and alleys of said town: Provided, That such by-laws,
rules and ordinances shall not be repugnant to or inconsistent with
the constitution and laws of the United States or of this common-
wealth.
1'riviege or in-  3. Be it firther enacted, That every free white male citizen of
habi,,ts.  this commonwealth, who shall be possessed of a freehold estate in
any lot in the said town, and who shall have been so possessed for
the time prescribed by law, shall enjoy the same rights and privi-
leges that freeholders of other towns in this commnmwealth, not in-
corporated, are entitled to.
