CIAPTEt 101.-An act t'cleaing to William Kerr tile Commonwealth's right to a
pliec ot land in Manchester.

Commonwealth's  1. B it enacted by, the General .assentblt, That all right, title
right tolpieeof or interest whicli hath accrued or may accrue to the Common-
ground in Man     t
Chester, of ihihl wealth, or to the presitlent and directors of the Literary Fund, in or
William Kerr  it a piece of ground in the town of Manchester, whereof Williaml
died svised, reliu. Kerr, late of the said town, died seised, containing about twenty-
pislhed.      four feet trout on the main street of the said town, and runnitig
back about one hundred and fifty-five feet, being part of the half
acre lot distinguished in 'the plan of the said town, by the number
one hundred and seventy-three, shall be, and the same is hereby,
together with all improvements thereon, released to Villiam Kerr,
nephew of the said deceased, at present an illhabitant of' the said
Saving,       town, and a citizen of the United States : Saving, however, to all
persons, bodies politic and corporate, other than the Common-
wealth, and tIle presidelt and directors of the Literary Fund,
any right, title or interest, which they, or ally of thei, might 'r
would have had, in or to the said land, or any part thereof, if this
act had never passed.

1. Be it enacted by the General Alssenily, That Robert rout a
free man of colour of the county of Pocahonta, who has beeni
lately eniancipated by John McNeal of the saitl county, shall be,
and lie is hereby allowed to remain as a free nan in this Cotiliom-
wealth, For and during the term at one year, f'omn and after the ex-
piration of the period prescribed by the existing law fir his depar.

collect his debts, before ie shall finally depart the country.
2. This act shall be iii force fromn the passage thereof.

UIIAPTEIt 103.-An act allowing .lack, alias John Hooker, a man of colour, to
remain in the CommtonwUealth.

Preamble.       Whereas it is represented to the General Assembly, that, pre-
vious to the year eighteen hundred and six, it was agreed by
James Scott of Manchester, that, as soon as his slave Jack, other.
wise called John Booker, should earn and pay to him the said
Scott the suim of seven hundred dollars, he should be emancipa-
ted ; t,'at the said sum was accordingly paid on the foul-ti day of
January, eighteen hundred and eight; but the act of Assembly,
prohibiting slaves emlancipated after tile# first day of' May, eigh-
teen hundred and six, from Iemaiimg in this Commonwealth,, be-
ing then in force, a bill of sale was executed by the said Scott,
conveying the said slave to Henry lHax-,ll of Petersburg, owner
of the wife of tile said Jack ; that the said slave has, by honest
industry, acaiuired an equitable right to property of considerable
