1. Be it enacted by the General Sssein bly, That the taxes and Genenll fund con-

public mniies not otherwise appropriated by law, which shall
come into the public treasury prior to the first day of October
next, and the surplus of all appropriations heretofore made, shall
constitute a general fund, and be appropriated as follows : To Specific appropri-
the expenses of the General Assembly, so much as may be neces-
sary for that purpose ; to the salaries and allowances of the ofli-
cers of' the civil government, seventy-six thousand dollars ; con-
tingent expenses of courts, twenty -one thousand dollars ; to coin-
nissioners of the revenue, and clerks for examining commission-
ers' books, twenty-eight tiousand doll:rs ; to defray criminal
charges, including services of jailors and jail guards, forty thou-
sand dollars ; as a civil contirgent fund, fifteen thousand dollars
as a military contingent fund, one thousand dollars; to militia
establishment, including services of clerks of courts of enquiry,
adjutants, provost martials, and expresses, and For the purchase
of druins, fifes, and the pay of musicians, where the fieies in the
regiment are insuflicient, twenty-five thousand dollars; to the
olhr'ers of militia, including, adjutant general, and brigade inspec-
tor, five thousand dollars ;- to' penitentiary internal charges, six
thousand dollars ; to transportation of criminals to the pe-siten-
tiary, nine thousand dollars ; to officers' salaries of penitentiary,
six thousand dollars; to the public guard at tichmond, seventeeli
thousand dollars ; to expenses of representation to Congress and
State Senate, five hundred dollars ; to slaves transported or execu-
ted, live thousand five hundred dollars ; to public ware.houses, in-
cluding pay of superintendents, one thousand two hundred dollars ;
to clerks', sherills', and marshals' fees, five hundred dollars; to
the support of the Lunatic Hospital at Willialsbur-, ten thousand
dollars ; to the expenses of the guard at the arsenal at Lexing-
ton, five thousand dollars ; to pay for Ilening's Statutes at Large,
the twelfth and thirteenth volumes, four thousand eight liundred
dollars ; collection and transportation of arms, live hundred dol-
lars ; for defrayiig 'tile expenses of manufacture of arms, six thou-
sand dollars ; for repairs to the governor's house, for a balance of
an approf..iation unexpended on the first of October eighteen
hundred and twenty-three, one thousand and eighty-three dol-
lar ;for repairing and enlarging the penitentiary building, with,
.the aid of the convicts, twenty-five thousand dollars; for the re-
.imbursement of a loan obtained by the governor and council, for
repairs to the penittntiary, and additional guards, five thousand
dollars; to pay interest on three hundred and nineteen thousand
1dollars of seven per cent. debt, twenty two thousand four hun-
dred dollars ; to pay interest on old six per cent. certificate debt,
