said Archibald Thweatt, his heirs and assigns, shall make and
establish a good and sufficient lateral canal and locks, convenient
and proper for the easy, safe, and expeditious passage of loaded
caicos, boats, and batteaux, both up and down the said river, and
moreover shall keep the said lateral canal and locks in good arid
sufficient repair, and cause to be given constant 2 ttendance, at the
same, by some person or persons, whose duty it shall be to work
and manage the said locks at all times, wl.n thereto required by
arty person or persons for the purpose of passing through the
same without delay, giving then free passage; and on failure so

ed for damages ; which said penalty may be recovered in the said
county court by motion, on ten days previous notice, by any per-

that, in the year one thousand eight hundred and fifteen, a certain
[zard Baconi, late ef the county ol I[enrico, by' his last will and
testanient, bearing, (late the twenty-third day of )ecember in the
year aforesaid. and duly recorded in the said county court ,f
flenrico, did, upon certain conditions therein expreseid, set at
liberty all the slaves ie died seised and possessed of'; and whereas
the dlictates of justice anid humanity require, that tile equitable
right to the freedom of the said slaves should be confirmed and
legalized as far as the policy of our laws will authorize
