WUEREAS it appears to the General Assemhly, that Preamlbil.

one of his deputies, who arrived in Richmond bel'ive the
day of October 181G ; but, before the said do-
.puty had an opportunity of paying it into the treasur'y, as lie
alledges, lie was robbed of (lie same, and so railed to pay it in ;
