•  HEREAS it is represented to the General Assemblyby p5y sinW
VV   Anne Brook, of thecounty of Splo tsylvania, that,.otae
time in the course of the year eighteen hundred and thirteen, she
made an exchange of a negro woman and child, for a negro wo-
man known by the name of Dinah, under the belief that (lie said
Dinah was a native of this state; that the said woman and child
have been curried out of this commonwealth ; and lt said Anne
Brock has since learned that the said c'lave Dinah was bom in
that part of the district of Columbia which was formr  y within
the limits or this state ;
1. le it tlherfore enacted, That the said Anne Brock shall be Afnne Dal
and she is hereby authorized and empowered to hold the said thotized t,
Dinah as her property within this commonwealth, in the same 11 certain a

W       HEREAS it is represented to the General Assembly by Preamble.
V     James a free man ot colour, that, previous to the passage
of the act inhibiting the emancipati.,n of slaves, his then muster
Joseph Hill promised to emancipate him at the expiration of
five years, upon condition that a certain Archibald Lenthicum
should pay to the said Hill the sum of one hundred pounds for
the services of the said James, during the term aforesaid, which
condition has been complied with; but, owing to circumstances
over which the said James had no o )troul, he was not regularly
emancipated until the year one thousand eight hundred and ten;
