United States upon condition that blankets and clothing in
like number and quantity be issued to to federal prisioners
at Salisbury. [Rat ijed the 3d day qf Aebruary, 1865.]
RESOLUTIONS AGAINST TilE P'O[ C AltilNG TiE SLAVE.S.
Resolved, That the State of North-Carolina protests Protests
against the arming of slaves by the Confederate government, agis ann-
in any emergency that can possibly arise, but gives its con-
sent to their being taken and used as laborers in the public
servico, upon ist compensation being made.
Resolved, That Nortli-Carolina denies the constitutional Inmpressment
power of the Confederate government to impress slaves for of slaves.
the purpose of arming them, or preparing them to be armed
in any contingoncy, without the consent of the States being
first frecly given-and then, only according to State laws.
Resolved, That His Excellency, Governor Z B. Vance,
be requested to communicate a copy of these resolutions to
each of onr Sonators and Representatives in Congress.

of this body, that the certificate issued by the Spenker of
this H1ouse to S. 1W. Onterbridgc, member from Martin
county, for seventeon hundred and seventy-six dollars
($1,770.) b:ing the per diem and mileage due for the last
session of this body, and assigned by him to Thomas It.
Fentress, of the city of Raleigh, has been lost or mislaid
Therefore,
Be it resolved, That the Speaker be instructed to issue a noij;iat t r-
duplicate certificate to the said Thomas R. Fentress, agent  ue may

and seventy-six dollars ($1,776,) marked upon its face du-
plicate, upon the execution and delivery to the clerk of this
House, of a bond with approved security, in the penal sum
