Resol'ed, That S. F. Phillips, Esq., be appointed a corn. Appoints an

in the message of the Governor;. and said commissioner is
authorized to appoint a clerk) to summon, before him wit-
nesses, and to send for persons and' papers. His compen-
sation shall be fixed by the next General Assembly, and'
that of his clerk in like manner;- and to -the said Assembly.

Resolved, That the Treasurer be directed 'to pay, the-bills Duties of State
due or that may become due in Wilmington against the Treasurer...

burse the treasury for such expenditure by receiving ster-
ling exchange at par from the officer of the ship having

KNOWN AS CCMALLETTS BATTALION.
Resolved, That our Senators and Representatives in Con-
gross be requested to- ask for the passage of a law author-
zing the military organization now at Camp Holmes in
;his State, and known as fMallett's Battalion, to, enter
nto the military field serviec of the country: P/*oviddroiso.
That the men of each company shall have the right to elect
;heir company officers, and the field officers shall be elected
by the company officers.
Resolved, That a copy of this reolution be transmitted
