PILOTS AND CO1i11ISSIONERS OF NAVIGATION.
An Act to reduce into one, the several acts concerning Pilots
and Commissioners of Navigation.
Be it enacted by the General Assemibly of the State of
Yorth Carolina, and it is hereby enacted by the authority of the
same, That at the first Court of Pleas and Quarter Sessions to Commission.

commissioners are authorised and empowered to appoint a
clerk, whose duty it shall be to keep a book and record therein
all (lte orders, rules and proceedings of the said board of com-
missioners.
Sn. 2. The said commissioners shall have authority in all
matters that may concern the navigation of the said river from Powors of the
Com eision-
Negro Head Point downwards, and out of each of the Inlets; cr8.
and with respect to throwing trash in the river at the town of
Wilmington, and the construction of wharves, shall have a
concurrent jurisdiction with the commissioners of the town of
Wilmington; and the commissioners of pilotage, and the com-
missioners of the said town shall consult together upon the
best methods of preventing any injury being done to the chan-
nel, by wharves or otherwise, opposite to the said town; and
when there is no harbor master, the commissioners of pilotage,
or such of them as shall reside in the town of Wilmington,
shall decide all disputes about the mooring of vessels and oth-
er matters which properly fall within the dupartment of a har-
bor master.
