the duty oi the County Court of New-HIanover county, at the first term held
after the first day of May next, to appoint three or more white coopers in the
town of Wilmlington in said county, fri' the purpose.oflaying the extra coop,
erage on tar and turpentine, and t) designate the good and bal barrels; and
they shall render a bill of tle sallie to the inspectors of naval stores; at d
th(y, when appointed, shall give bonds to said court, and thke an oath in the

II. Afndbe itfurther enacted, Thot when such appointments are made, it
shall niot be lawful for any coloured person o' negon slave to lay any extira
colverage on tar and turpentiine, or d signate good and had harriels in said
town, under the penalty of twenty dIne urs, or twenty five lashes on the bare
back, if a negro slave; the owner thereof shall be subject to pay the fine, to
be recovered beltre a magistrate by warrant; one hall to the informer, the
other till' to the use of the county; any law, usage or custom to the con-
trary notwithstanding,

Wherewis the ihantatts of the town of Warreniton have for many years
neglected to elect a inagistrate of' police and commissioners, and to provide
f'r thit' good goverthnent of said town, as they ae authurised to do by an act
of tHot Asembly:  ilfr reinwd  whereof,
Be it enacted bq the Geineral Issembly <f the State of North-Caroli,
ita, and it is hereby enacted by the anthortit of the same, That whent'er
the said inhasithans shall hereafter omit, for any cause, to elect a magistrate
of' police and commissioners for said town of Warrenton, or electing them,
the said inagistrate and commi issioners shall neglect of- refuse to provide and
keep up a good and ilicient patrol from aiong the inhabit ants of said town,
that then and in either of the cases before mentioned, the Court of Pleas and
Quaitei Sessions of the county of Warren aforeiaid (seven justices being
pivdent) shall have full power and authority to aftpoint and commission a pa-
trol for said town, under the same rules an d regulations, and with the same
power and authority as other patrols possess and exercise by law; any lawv or
usage to the contrary notwithstatding.

Be it enacted by the General Assembly f the State of .AlNrth Carolina,
and it is hereby enacted by the authority (f the same, That all clectious
in future in the couitty of Greene shall be field at the place where the petit
musters are Iwltl in ('ach captain's dictrict.
11 He it further enaded, ''hat it shall be the duty of the Court of Pleas
and Qiarter Sevions of the county aforesaid, at the court next preceding the
day of' election, to appoint one justice of the peace and two freeholders to act
as ispectors of said ele'in, whose duty it shall he to attend at the time and
plate prescribeld by law, and conduct the said election, under the sane rules
and 1 -oitions as are now prescribed by law for conducting elections in said
county.
