Sic. 10. Be it further enacted, Th'at it shall,
be lawfu for any freedman,free negro or mulatto,
biemen to charge any white person, freedman, free negro
.'Iv mae or mulatto, by affidavit, with any criminal offbuce
rhargmavhite against his or her person or- property and upon
such aflidavit the pr6per process shall be issued
and execut,-d as if said allidavitwas made by.a
white person, and it shall be lawful for ainy freed-
man, free negro or nulatto, in any actiou, suit or
controversy pending, or about to be instituted,
in any court of law or equity of this State, to
make all needfl and lawful altidavits. as shall
be uccessary for the institution, prosecution or
defaice of such suit or controversy.
Six. 11. le it further enacted, That the poui
laws of thisState, in all casesnot othrwisespe-
cially provided for, shall apply and extend to all
freedinen, free negroes and mulattoes.
SEC. 12. l3e it further enacted, That this act
take effect and be in force from and after its las-

of all sheriflk, justices of the peace, and other
civil olticers-of the several counties in this State,
atf'     to report to the probate courts of their respective
tpprnmliud. counties, soi-annually, at the January and July
terms of said courts, all freedmen, free negroes
and mulattoer, under the age of' eighteen, within
their respective counties, beats or districts, whNj
