2. Resolved further, That-the Gpvernor be re-
quested to issue his proclamation in.conformity with
the wish of the Legislature as expressed by the
bove resolution.
Approved, November 28, 1863.
CHAPTER CXXXIX._
RESOLUTION requesting Congress to repeal the substitute law.
Resolved by the Legislature of the State of lis-
sissippi, That the Congress of the Confederate
States be requested to repeal that portion of' thb
-conscript act authorizing substitution in the army,.
and that our Senators be instructed and Represen-
tatives requested to urge the repeal of that portion
of said act at as early a day as possible; and that
the Governor transmit a copy of this resolution to
Congress at its next.session.
Approved, November 18, 1863.
CHAPTER CXL.
JOINT RESOLUTION in. reference to the. President's order
removing slaves.
Resolved by the Legislature of the State of Mis-
sissippi, That the late order of the President of the
Confederate Staies  to remove negro men from
localities where they would probably be conscribed
by the enemy for service in their army, will ci-
tainly fail in its object, iand 'will result disastrously
and oppressively to the people -in such localities;
in attempting to execute such order the negroes will
leave their homes and the larger .portion will go to
the enemy; thi certainly defeating 'the object of
the Government and hasten the very evil this order
is intended to prevent.
