for loose stock of all kinds two cents each; footmen
free; and if any person being liable to pay said tolls
as aforesaid shall fail or refuse, upon request, to pay
the same, shall forfeit and pay the sum of five dollars
for every such failure or refusal, recoverable by
action of debt, before any Justice of the Peace in
said county of De Soto.
SEc. 8. Be it further enacted, That the Board of
Police of said county may subscribe for any amount
of stock in said turnpike not exceeding five hundred
dollars, and pay the same out of the treasury of said
county.
SEc. 9. Be it further enacted, That the money re-
ceived for toll on said turnpike, after defraying the
ordinary expenses thereof, shall be distributed
among the several stockholders therein according to
their several amounts of stock ; that .-aid company
may make such by-laws and rules for their own
government and the protection of their interest
under this charter, not contrary to the provisions of
this act.
SEc. 10. Be it farther enacld, That said com-
pany shall negotiate for the right of way necessary
for the construction of said turnpike, according to
the usage and custom of obtaining the right of way
for turnpikes and plank roads. Said capital shall
not be subject to taxation.
Sc. 11. Be it further enacted, That this act
shall take effect from and after its passage.

CHAPTER 351.
AN ACT to incorporate the City of Shieldsborough, and fqr other
purposes.
SECTION 1. Be it enacted by the Legislature of
the State of Mississippi, That th. city of Shieldsbo-
rough, in the county of Hancock, be and the same
is hereby incorporated, under the name and style of
the City of Shieldsborough, and that the corpo-
rate limits thereof shall be as follows, to-wit: all
that tract of country lying east of a line beginning
