President of the Board of Police of said county. in
any court having competent jurisdiction; and such
fine, when collected, shall be placed in the hands of
the treasurer of said county, to be applied by said
Board-of Police, to. the constructioi of a court house,
or other public buildings in said town.
SEC. 10. And be it further enacted, That 'all acts
and parts of acts coming under the perview of this
act, shall be, and the same are hereby repealed, and
that this act shall be in force from and after its.pas-
sage.

CHAPTER 131.
AN ACT to amend an act entitled an act to extend the Railroad
beyond Jackson.
SECTION 1. Be it enacted by the Legislature of
Three the State of Mississippi, That instead of five, the
 comnis- Governor be authorised to appoint three commis-
sioners to sioners, in the same manner, and with the same
be appoint-
aoi.n. powers, as prescribed in the act to which this is an
,amendment; and that the Governor shall have
power to remove from office any of said commis-
sioners, whenever in his opinion the interest of said
road may require it.
SEc. 2. Be it further enacted, That said board
Tosellof commissioners be, and they are hereby author-
slaves.  ised and empowered, by and with the advice and
consent of the Governor, to sell and dispose of any of
said negroes which in their opinion may be unsuit-
able to the labor to be performed on said road; and
in the event of funds not being raised from any
other source necessary to keep said negroes em-
ployed on said work, they are hereby authorised to
sell all of said negroes over the number of sixty,
together with any other property belonging to said
road, which may not, in their opinion, be necessary
to carry into effect the provisions of this act; and
the money arising from said sales shall be placed
in the treasury of this State to the credit of the
Two Per Cent. Fund, and shall constitute a part
thereof, to be applied to the further construction of
the road.
