of this act shall be inserted, by said fbgislature,
as a part of the constitution of this state.
rayimnc-or  SEC. 4. And be it farther enacted, That the
ahc  auditor of public accounts shall issue a warrant
on the treasury in favor of any printer or pub-
lisher of a newspaper employed in pursuance
of the second section of this act, on the certi-
ficate of the secretary of state, that the account
of such printer or publisher is correct.
