Sec. 8. And be it further enacted, That the
Colector tax collector of said county, shall enter into bond,
a epayable to the judge of probate for said county,
and his successors in office, in such sum, and such
security, as may be approved of by the judge of
prolbate of said county, conditioned, that he will
faithfully assess and collect and pay over to the
commissioners aforesaid, for which he shall re-
ceive the same per centum as is allowed for col-
lecting the state tax.
Sec. 9. And be'it further enacted, That in
Vacancies, case of a vacancy occasioned by resignation, death,
bow filled. or refusal to act, it shall be the duty of the county
court to fill such vacancy.

Sec. 1. Be it enacted by the Senate and House
qf Representatives of the State of  Mississippi, in
General Assembly convened, That from and after
the passage of this act, if any white person or per-
sons, shall print, write, circulate or put forth, or
cause to be printed, written, circulated or put forth
any book, paper, magazine, pamphlet, handhill or
circular in this state, containing any sentiment,
doctrine, advice or inuendoes calculated to- pro-
duce a disorderly, dangerous or rebellious disaf-
fection among the coloured population of this state,
or in anywise to endanger the peace of society, by
exciting riots, and rebellion among said popula-
tion, that any such person or persons, their aiders
