a convention or not; and all qualified electors au-
thorized to vote for members of Congress or of
the General Assembly, shall be, and they are
hereby authorized to write on the back or margin
of their tickets, the words  convention, or  no
convention, and it shall he the duty of the return-
ingofficer at the closing of the polls, and at the time
of counting the votes for members of the General
Assembly, in the manner prescribed by law, to
number the votes for, or against, the call of a (on-
vention.
Sec. 2. And be itfiurther enacted, That it shall
