AN ACT, orkanizing a Board of Internal Improvement.
See. 1. Be it enacted by the Senate and Hone of Represenfa-

to be presideint of said hoard, and in the absence
of said president, the hoard niy appoint a presi-

constitute a quorim for the transactionof htsiness.
Sec. 2. .Jnd be it jurthe-r enacted, 'T7hat the
6overnor Governor of the state, for the time being he, and
to n   he is hereby authorized and repired to ngotia te
ae a oit 'a loan, if practicable, of a suim not exceeding two
of money. hundred thousand dollars, at a rate of interest not
exceeding six and onei quarter per cent. per an-
nun, payable annually at the Bank of the state of
Mississippi ; w hich said loan shall he redeeiable
at said Bank, on the thirty-first day of Dec emfler,
