aersand  dent, a Secretary and Treasurer, to prescribe and
make bye- designate their duties, to remove from office and ap-
jaws.   point others in their place, as often as they may think
lit, and to appoint as many additional members as
they nmay conceive to be right, to make such bye-
laws as may be useful to the institution and the same
to alter and abrogate at pleasure.
Sec. 5. Aid be it further enacted, That the said in-
rictd stitution shall not at any time own or possess real
property. estate more than the value of ten thousand dollars,
and personal estate more than the value of twenty
thousand dollars any thing herein before contained
to the contrary notwithstanding.

Be at enacted by the Senate and House of Representatives
of the State of .Mssissippi, in General Assembly convened,
't  That if any licensed Tavern Keepers, or retailers of
to Spirituous Liquors, shall be found guilty of selling or
retailing any Spirituous Liquors, to any slave or
slaves, he or she so offending in addition to the pen-
