CHILLICOTHE: FREE PUBLIC SCHOOLS.
AN ACT to establish and regulate free public schools in the city of Chillicothe.

1. Organized as separate district; board
of education, have control of schools.
2. School directors, appointment, term,
election of ; notice, how election
held, etc.; vacancies.
3. Oath of directors; officers elected;
treasurer's bond.
4. Body corporate; receive school funds;
general powers of board; seal.
5. Meetings; vice president; payment
of money; record of proceedings.
6. Enumeration of children; school cam-
missioner to draw warrant in favor
new district; apportionments to;
school tax ; clerk and city collector,
pay of; report to city council ; pub-
ished and filed.

§ 7. School houses, erection and fund.
8. Primary and high schools; languages
taught.
9. Admission terms in schools.
10. Rules and regulations for school; sub-
divide districts ; school house sites
number weeks schools to be held.
11. Borrow money, what for; pledge there-
for.                        r .-
12. School examiners, appointment, duty
of; examination of teachers; certi-
ficate to teacher; annulling of certi-
ficate; visit schools.
13. Board of education allowed no pay.
14. Colored children taught separate.
15. Contrary laws repealed.

Be it enacted by the General Assembly of the State of Missouri:
§ 1. That the inhabitants of the city of Chillicothe, within the present
limits of the city, with such people and lands as may hereafter be annexed
to said city to extend the city limits, and such people and lands as may
hereafter be annexed to said city for school purposes only, are hereby con-
stituted and organized as a single school district, and incorporated with
full powers of succession by the name and title of the  Board of Educa-
tion of the city of Chillicothe, with the piivileges and powers hereafter
specified, and the public schools of said city shall be under the control of
the board of education appointed and elected as hereinafter provided.
§ 2. That the County Court of the county-of Livingston, at its next
March term, 1865, shall appoint six resident householders of said city to be
directors of the public schools in said city, two of whom shall be appointed
to serve one year, two to serve two years and two to serve three years from
the first Monday of April next. And from the date of their appointment,
and annually thereafter, on the first Monday of April of each year, there
shall be elected by the qualified electors of said city two qualified resi-
dents of said city, to be members of said board, to serve three years. The
board of education shall give ten days previous notice by posting printed
